Rufus Riddle No. 4

a writing by Rufus Brughs

This is a Riddle just for FUN. So just take a swing at it if you can! Cheers!

Here it goes:

From the slavic clan; the state of kievan rus
There was I; a boy from nothing to something
Where I spent half my life, crafted a spy
I then rose as a phoenix; the eyes of an eagle
Premiership as a leader: It brought my people
A great deal in food and shelter
Though my actions are regarded by the
Domestic opposition of many;
But a few see it as undemocratic.
Though unshaken: I'm ever more determined;
The dreams as when I was a little child
From the little town, owned to be Oleg of Novgorod.

Question:
Who am I in the poetry verse?

HINT: You have to be conversant with your current affairs if you want to be a Winner to this one! (^_^)

P.S.
I do want to recognise the presence of Sir Edwin Jepson U.K; a.k.a Lord D'Artagnan for being the WINNER on Riddle No. 3.

Have Fun! Goodluck!
